The Di'bil Khuza'i Foundation (Persian: بنیاد دعبل خزاعی) is a cultural institution affiliated with the Islamic Propagation Organization,[1] established to advance cultural and philanthropic initiatives dedicated to the Ahl al-Bayt (a). In 2004, a collective of prominent Iranian panegyrists (maddāḥs) submitted a proposal to Sayyid Ali Hosseini Khamenei, underscoring the necessity of supporting veteran Husayni panegyrists and bolstering cultural endeavors. Consequently, on July 25, 2005, the "Di'bil Khuza'i Scientific, Cultural, and Educational Foundation" officially inaugurated its operations following a directive from the Supreme Leader of Iran.[2]

The foundation's organizational structure comprises four principal pillars: the Founders (General Assembly), the Board of Directors, the Chief Executive Officer (CEO), and the Supervisory Body.[3] Mahdi Khodajouyan currently serves as the foundation's CEO.[4]

Key initiatives of the foundation include the launch of the "Beyraq-e Khadamat" portal, designed to deliver targeted and prioritized services to its members;[5] the "Maqam-e Majnun" project, which honors veteran Husayni panegyrists across Iran's provinces;[6] the organization of the "Ashura Book of the Year Award", also known as the Di'bil Khuza'i Prize;[7] and the "Banouvan-e Behesht" event, which confers the "Fiḍḍa" emblem upon distinguished female servants and veterans of Husayni assemblies.[8]

The foundation's primary constituents encompass veteran panegyrists and reciters of the Ahl al-Bayt (a), religious delegations (hey'ats), ritual poets, preachers, and associated cultural centers.[9] Aligned with its mission, the foundation pursues the following objectives:

  • Providing support to panegyrists, poets, and reciters of the Ahl al-Bayt (a).
  • Securing financial resources through charitable, governmental, and public institutions.
  • Extending scholarly and cultural support to activists in the field to deepen religious knowledge.
  • Facilitating the creation of high-quality literary works and forming cultural groups.
  • Organizing professional circles to enhance the performance standards of panegyrists and poets.
  • Conducting specialized research in the field of Ritual Literature.[10]
