Foundation of Martyrs and Veterans Affairs (Persian: بنیاد شهید و امور ایثارگران; founded: 1980) is a governmental institution of the Islamic Republic of Iran, established by a decree from Imam Khomeini to oversee the welfare of the families of martyrs. Statistics indicate that between 1963 and 2023, the foundation extended coverage to approximately 3,700,000 individuals. Following the Israel–Iran war in June 2025, an estimated 7,000 additional individuals were incorporated into this demographic.

The Foundation of Martyrs operates under the direct supervision of the President. Its inaugural director was Mahdi Karrubi, and as of 2025, the presidency is held by Sa'id Awhadi.

Introduction and Status

The Foundation of Martyrs and Veterans Affairs is a state-affiliated institution of the Islamic Republic of Iran, founded on March 15, 1980, by the decree of Imam Khomeini and under the supervision of Mahdi Karrubi to administer the affairs of the families of martyrs and the disabled.[1] In 2002, following the amalgamation of the Foundation of Martyrs of the Islamic Revolution, the Veterans Organization of the Islamic Revolution, and the Headquarters for Handling the Affairs of the Released Prisoners (Azadegan), the entity continued its operations under the designation "Foundation of Martyrs and Veterans Affairs".[2] This foundation functions under the executive authority of the President and the supervisory oversight of the Leader of the Islamic Republic.[3]

Scholars have posited that Imam Khomeini's support for the families of seminary students forcibly conscripted into military service by the Pahlavi regime following the Faydiyya School incident (1963) constituted the initial conceptualization for the establishment of this foundation.[4] Analogous support systems for the families of war casualties exist in other nations, including Japan, the United States, Germany, and France.[5]

Purpose of Establishment

The Foundation of Martyrs and Veterans Affairs was established to address the cultural, economic, medical, and service-related needs of the families of martyrs and veterans.[6] Its operational objectives include promoting the culture of Isar and martyrdom, preserving the memory of martyrs, and enhancing the material and spiritual well-being of their families.[7] It is asserted that the foundation's inception was inspired by the Sunna of the Prophet (s) and Imam Ali (a) in honoring and supporting the families of martyrs.

Statistics of the Covered Population

In February 2025, Sa'id Awhadi, the then-head of the Foundation of Martyrs, announced that the number of individuals covered by the foundation totaled 3,700,000.[8] Furthermore, during the Israel–Iran war (2025), more than 1,060 individuals were martyred and 5,800 were wounded.[9] According to the Razavi News Agency, Sayyid Amir Husayn Qadizadeh Hashimi, a former head of the foundation, stated that the number of martyrs from 1963 until January 2024 was 320,000.[10] 'Imad al-Din Baqi, in his work Barrasī-yi Inqilāb-i Īrān, cited the number of martyrs during the pre-revolution era (1963–1979) as 3,164.[11]
