Qur'an 34:28 addresses the universal scope of the invitation of the Prophet (s).[1] Exegetes have proposed two primary interpretations regarding the term kaffa (Arabic: کافة):

  • Meaning "all-encompassing": According to the majority of exegetes, kaffa indicates the global nature of the Prophet's (s) invitation,[2] an interpretation considered most consistent with the concept of the verse.[3] Based on a narration from Ibn 'Abbas, the Prophet (s) cited the universality of his mission as one of his distinct honors.[4] Naser Makarem Shirazi finds further support for this interpretation of universality in Qur'an 25:1 and Qur'an 6:19.[5]
  • Meaning "restraining": 'Allama Tabataba'i posits that in this context, the word kaffa does not refer to the universality of the invitation but rather functions as a "restrainer" or "deterrent".[6] According to this view, the Prophet (s) was sent to restrain humanity from infidelity and disobedience.[7] In Tabataba'i's analysis, the Prophet's (s) mission is to prevent people from committing sin.[8] He cites the presence of the terms bashir (bearer of glad tidings) and nadhir (warner), along with the verse's reference to the ignorance of the majority, as evidence reinforcing this meaning.[9]
